MULTIMEDIA SERVICES: Brunei’s pathway to global connectivity

Brunei Darussalam is going into the electronics technology in a big way to join the electronic global community . The country has a national vision of developing Brunei Darussalam as a Service Hub for Trade and Tourism (SHuTT) by the year 2003. This will require an efficient and fast information network with capabilities of complex multiple remote interactions. The theme of Brunei’s infrastructure development is BIIIG which stands for ‘Brunei Information Infrastructure Interacting Globally’. The development of Brunei’s infrastructure is aimed towards attaining high bandwidth multimedia capabilities.

Why in Brunei ?

Even for a small country like Brunei Darussalam with a population of about 0.3 million and land area of 5765 sq. km, exploring and exploiting the new frontiers is necessary to join the global electronic community. Recently the country hosted an APEC-PECC Communication Information Policy

Forum, which carried the theme of expanding the application and benefits of electronic commerce in the Asia Pacific Region. The establishment of multimedia communications in Brunei Darussalam is therefore necessary for providing a global bridge to other regions around the world. It will ensure an orderly growth of the multimedia communications, ushering an era of global connectivity. 

Applications

Brunei Darussalam, currently undergoing tremendous development in its information infrastructure, has its interest geared towards the development of the following multimedia services.

(i) Electronic Commerce: Its national goal is to exploit the electronic market place and provide a secure platform for connecting Brunei to the global trading community.

(ii) Electronic Government: The concept of electronic government can be implemented to provide intra-government services, government-to-business and government-to-citizen services. Such an approach will help to streamline the working of government departments, enhance efficiency and reduce delays. It will herald an era of paper-less administration and will provide greater transparency.

(iii) Thoughtful Schools (Smart Schools) : Thoughtful schools or Smart schools in Brunei are intended to create a generation of citizens who are exposed to the new technologies and are capable of managing it. It will prepare the young generation with adequate skills in information technology (IT) so that the nation will become competitive both locally and globally.

(iv) HealthNet: All the hospitals in the country will have access to the HealthNet, which will facilitate remote consultation, diagnosis and treatment. Through the HealthNet, health-care providers will be able to develop links with international

medical centres of excellence to improve their skills and extend their services through tele-consultations. In short, HealthNet will help to provide quality health services to Bruneians by taking advantage of the multimedia and information technology.

Infrastructure

Jabatan Telekom Brunei (JTB), the major telecommunication service provider in Brunei Darussalam, has an ambitious plan for building a global information infrastructure in Brunei Darussalam . Towards achieving this goal, four important areas of development have been identified:

(i) Infrastructure Provision: This includes installation of switching equipment and the construction of transmission infrastructure over which information signals will be carried. A nation-wide fibre optic cable network is being planned in Brunei Darussalam as a replacement to the existing copper cables.

(ii) Technology Provision: This includes deployment of new and emerging technologies for the development of products such as multimedia applications, software for interactive services etc.

(iii) Content Provision: This includes provision of high quality content, especially for thoughtful or smart schools and distance learning applications.

(iv) Service Provision: This includes making the contents available to the public or target groups.

Telecommunication systems in Brunei

Brunei Darussalam has achieved a 100% digitization of switching and the transmission networks. There are a total of 40 host and remote PSTN exchanges, 2 mobile exchanges and 3 international gateways. The PSTN exchanges
